Updated Statewide Public Transit Long-range Plan Released

The Iowa Department of Transportation has recently released an update to the Iowa Public Transit Long-range Plan.

The Iowa Public Transit Long-range Plan update has been under development over the last 18 months, including researching the historical trends in demographics and passenger transportation usage, forecasting future projected needs within the public transit system, and devising strategies to address challenges.

Responsible for providing community development, administrative, and technical assistance to Upper Explorerland Regional Planning Commission (UERPC) including answering incoming phone calls, assisting individuals with questions, maintaining a strong inventory of office supplies, and assisting housing staff with projects. Other duties include assisting in oversight of two low rent apartment complexes. Free Pedestrian Safety Infrastructure Workshop Aug. 26-27

Public meeting for Statewide Transportation Improvement Program to be held by conference call Aug. 20

The Iowa Department of Transportation will hold a meeting to accept public comments about the draft Iowa Statewide Transportation Improvement Program (STIP) from 2 to 2:30 p.m. Thursday, Aug. 20.

In order to maintain adequate social distancing, public participation in the meeting will be limited to conference call. Live audio will be made available via telephone. Dial 866-685-1580 and use conference ID 4908246093 to join the public meeting.

A brief overview of the STIP and its development process will be provided beginning at 2 p.m. and will be followed by time for comments and questions on the STIP. Should discussion be ongoing at 2:30 p.m., additional time will be made available to accommodate all comments on the document.  

The draft STIP identifies all projects proposed to be authorized for funding provided by the Federal Highway Administration or Federal Transit Administration during federal fiscal years 2021-2024. It includes projects for state, county, city, and federal transportation systems. Development of the STIP is required by federal law. The draft STIP can be viewed on the Iowa DOT's website at:

City of Oelwein Offers Residents New Home Rehabilitation Loan Fund NOW ACCEPTING APPLICATIONS

Beginning July 1st, 2020, the City of Oelwein will begin offering residents a new funding source to finance needed home repairs and improve residential neighborhoods and livability of single-family homes. The Home Rehabilitation Revolving Loan Fund (RLF) Program provides low interest loans to residents meeting eligibility criteria.

The City recognizes the entire community benefits when everyone has stable, decent, and affordable housing. The intent of this program is to expand on existing efforts targeting low income households by offering the same opportunities to residents across a broader range of socio-economic statuses. Residents with up to 150% of the MHI for Fayette County are eligible to apply for assistance.

“Establishing a dedicated, self-funded program provides greater stability and flexibility to successfully grow a community and meet the housing needs of its current and future residents. This freedom will allow tailoring of the program to the exact needs of the City of Oelwein,” said Katie Nolte, Upper Explorerland Regional Planning Commission (UERPC) Housing Department Head.

The minimum loan amount is $1,000 and the maximum amount is $15,000. Interest rates range from one to four percent. Homeowners with household income greater than 100% of the Fayette County median income will be required to provide matching funds of 10-25% of total project costs. Both interest rate and match funds are determined by household size and income level.

UERPC will administer the program on behalf of the City. Applications will be accepted by UERPC on a continuous basis. Applications can be obtained at the Upper Explorerland Office at 134 West Greene Street, Postville, at City Hall, or by phone at 563-864-7551. RPA-1 draft Transportation Improvement Program (TIP) for FFY 21-24 available for public review and comment

The draft RPA-1 Transportation Improvement Program (TIP) for federal fiscal years (FFY) 2021-2024 is available for public review and comment and can be viewed by clicking the link at the bottom of this page. RPA-1 includes the Counties of Allamakee, Clayton, Fayette, Howard, and Winneshiek in northeast Iowa. The TIP document identifies the multimodal transportation projects—street, transit, highway, bridge, planning, and pedestrian and bicycle facilities—on which state and federal funding will be used over the next four years within the RPA-1 region.

During the pandemic, UERPC has had to rethink our way of doing business. We feel the best solution for the safety of our staff and our clients is to open by appointment only.

When visiting our office for your appointment, you will be asked to wait at the front door until a staff member comes to welcome you. We ask that you use provided hand sanitizer prior to entering and to also wear a mask while in our facility (if you do not have a mask, one will be provided at the door). This is for your safety as well.

UERPC Receives Funding to Assist with Electric Vehicle Market Analysis Project in Northeast Iowa

Upper Explorerland recently received a $12,000 grant from the Northeast Iowa Funders Network (NEIFN) and a $1,200 Economic Development Cost Share Program Award from Dairyland Power Cooperative and the Allamakee Clayton Electric Cooperative (ACEC) to help support an Electric Vehicle (EV) market analysis and acceleration project in Northeast Iowa. Working in coordination with the Winneshiek Energy District and other energy, community and economic development partners, the project is intended to grow the EV market through:

  • Technical assistance (TA) to employers for workplace charging
  • TA and potentially cost-share to communities for public charging
  • A regional study of EV market, infrastructure, and economic issues
  • Ongoing community engagement


The application review and award process for an Iowa Energy Center grant sought in support of this project is ongoing. Thanks to NEIFN, Dairyland Power Cooperative and ACEC for their support of this important regional initiative!

Public Comments Sought on State Public Transportation Plan

The Iowa Department of Transportation (Iowa DOT) is nearing completion of Iowa's long-range public transportation plan. The plan is available for review by the public and Iowa DOT will accept feedback on the plan until July 1.

After the public comment period, public feedback will be considered and incorporated into the plan. The plan will then be presented to the Iowa Transportation Commission for final approval and publication.

EFFECTIVE WEDNESDAY, MARCH 25TH, 2020

In response to the COVID-19 pandemic, please be advised, effective Wednesday, March 25th until further notice, Upper Explorerland Regional Housing Authority will be implementing the following measures to project our staff, tenants, and stakeholders:

  • Recertification deadlines will be extended as need demands
  • Closure of Section 8 office to the public with staff working remotely
  • Suspension of in person inspections  (self-certification inspections will be implemented)
  • Suspension of terminations 
  • Suspension of voucher issuance for current and new clients
  • Suspension of moves and portability
  • Landlord payments will continue to be processed
    however delays may be experienced

Our staff will continue to serve clients both remotely and in office as required to complete essential functions.  We ask that all communication be done through phone, email, fax and/or the dropbox located outside our office 134 West Greene Street, Postville, Iowa 52612.  Voicemails will be checked several times per day and your call will be returned within 24 hours. The best way to contact staff during this time is via email.  Please see attached document for additional information.

Capacity will be limited during this time; we ask for your patience
during this rapidly changing situation. 

These are challenging times, but we are here for you. Reporting Income Changes

To report a change in income the change must be anticipated to last longer than 30 days.  Income changes should be reported within 14 days of the change occurrence. Changes in assistance as a result of an income change will take effect in the month following the report.  Due to a the COVID-19 pandemic we will be allowing tenants to self-certify income changes with follow up verification.  Please contact your caseworker to obtain a income change request form.

RPA-1 Enhancement Committee to meet April 22, 2020

The next RPA-1 Transportation Enhancement Committee meeting will be held on Wednesday, April 22nd, 2020 at 9:00 a.m.

This meeting will take place via electronic means pursuant to the provisions of the Iowa Open Meetings Law, Section 21.8, Code of Iowa.

As a result of the spread of COVID-19 in the state of Iowa and based on the latest guidance from the Centers for Disease Control and Prevention, it is impractical for the Enhancement Committee to meet in person. Therefore, the meeting will take place virtually via the Zoom electronic meeting platform. It is open to the public and those in attendance can hear the proceedings and provide comments and questions as appropriate. The draft 2020 Allamakee County comprehensive plan, All in Allamakee, is now available for public review and comment. To view the draft document in PDF form, and for instructions on submitting comments, please click on the following link.

Comments may be submitted through the comment form on that page or directly to the Allamakee County Board of Supervisors.

The Allamakee County Supervisors will hear public comments and consider adoption of the plan at upcoming meetings on Monday, November 30th and Monday, December 7th. Meetings start at 9:30 a.m and can be attended in-person or virtually.
