Draft RPA-1 Public Participation Plan (PPP) available for public review The Public Participation Plan (PPP) of the Upper Explorerland Regional Planning Commission (UERPC) Transportation Policy Board is now available for public review and comment. The document will be available for public review for a minimum of 45 days prior to adoption, and will be considered for adoption at the Board’s March 2021 meeting. The PPP is developed and used to define a process for providing the public with reasonable opportunities to be involved in the transportation planning process for the five-county region of northeast Iowa consisting of Allamakee, Clayton, Fayette, Howard, and Winneshiek Counties. RPA-1 draft Transportation Improvement Program (TIP) for FFY 21-24 available for public review and comment The draft RPA-1 Transportation Improvement Program (TIP) for federal fiscal years (FFY) 2021-2024 is available for public review and comment and can be viewed by clicking the link at the bottom of this page. RPA-1 includes the Counties of Allamakee, Clayton, Fayette, Howard, and Winneshiek in northeast Iowa. The TIP document identifies the multimodal transportation projects—street, transit, highway, bridge, planning, and pedestrian and bicycle facilities—on which state and federal funding will be used over the next four years within the RPA-1 region. The next RPA-1 Transportation Enhancement Committee meeting will be held on Wednesday, April 22nd, 2020 at 9:00 a.m. This meeting will take place via electronic means pursuant to the provisions of the Iowa Open Meetings Law, Section 21.8, Code of Iowa. As a result of the spread of COVID-19 in the state of Iowa and based on the latest guidance from the Centers for Disease Control and Prevention, it is impractical for the Enhancement Committee to meet in person. Therefore, the meeting will take place virtually via the Zoom electronic meeting platform. STBG & Iowa’s TAP Transportation Grants – Apps due Feb. 28

Applications for Iowa’s Transportation Alternatives Program (Iowa’s TAP) and Surface Transportation Block Grant (STBG) funds are now available for the UERPC region. These programs support diverse transportation projects within our region, from streets and bridges to sidewalks and transit. The current applicaiton cycle is for funding in federal fiscal year 2024. Eligible applicants include all public agencies and local governments within the RPA-1 region that have jurisdiction over public rights-of-way for transportation (including walking and bicycling facilities); public transportation agencies; and agencies with transportation planning responsibilities. The draft long-range, multimodal transportation plan for RPA-1, Safe Mobility for Everyone, is available for public review on UERPC's website. The RPA-1 Policy Board will hold a public hearing and consider adoption of the plan at its upcoming meeting on Thursday, September 19, 2019 at 11:00 a.m. at UERPC's offices in Postville, located at 134 West Greene Street. Comments may be submitted via the comment form on the webpage linked above. Written or verbal comments may also be submitted to Aaron Detter, UERPC, 325 Washington Street, Suite A, Decorah, IA 52101, by email at adetter@uerpc.org, or by phone at 563-382-6171. Regional Transportation Board and Committees to meet Thursday, May 30 in Postville

The next RPA-1 Transportation Policy Board meeting will be held on Thursday, May 30th, 2019 at 11:00 a.m. at UERPC’s Postville Office (134 West Greene Street). The Enhancement Committee and Technical Committee will meet beforehand at 9:00 a.m. and 10:00 a.m., respectively. The Policy Board will be discussing and considering revisions to its bylaws, as well as considering and possibly approving the Transportaiton Planning Work Program (TPWP) for state fiscal year 2020. There will also be a public hearing regarding a proposed amendment to the Transportation Improvement Program (TIP) for federal fiscal year 2019, followed by consideration and possible action by the Policy Board. All RPA-1 Board and Committee meetings are open to the public.
