Residents of northeast Iowa are invited to review and comment on two key transportation planning documents now available from Regional Planning Affiliation 1 (RPA‑1), administered by Upper Explorerland Regional Planning Commission (UERPC). Both items will be the subject of public hearings during the RPA‑1 Transportation Policy Board meeting on Tuesday, May 26, 2026, at 3:15 p.m. at UERPC’s offices, 325 Washington Street, Decorah.
The first document, the draft Public Participation Plan (PPP), outlines how RPA‑1 engages the public in regional transportation planning across Allamakee, Clayton, Fayette, Howard, and Winneshiek Counties. The PPP details strategies to ensure meaningful involvement from all community members, including individuals and groups who have historically been underserved by transportation systems. The draft will have been available for at least 45 days prior to its consideration for adoption.
Also open for review is the draft Transportation Planning Work Program (TPWP) for State Fiscal Year 2027, which identifies the transportation planning and administrative tasks that will utilize federal funding beginning July 1, 2026. The draft will have been available for at least 15 days prior to its consideration for adoption.
Community members are encouraged to submit written or verbal comments in advance of the hearing. Comments must be received by May 25, 2026, to be considered by the Policy Board.
