Public Hearings for RPA-1 TPWP and TIP Amendment to be held May 29

The Transportation Policy Board for Upper Explorerland Regional Planning Commission (UERPC) / Regional Planning Affiliation 1 (RPA-1) will hold public hearings at its upcoming meeting to receive comments on the draft RPA-1 Transportation Planning Work Program (TPWP) for state fiscal year (SFY) 2026, as well as a proposed amendment to the approved RPA-1 Transportation Improvement Program (TIP) for federal fiscal years (FFY) 2025-2028. RPA-1 includes the Counties of Allamakee, Clayton, Fayette, Howard, and Winneshiek in northeast Iowa.

The RPA-1 TPWP document identifies the transportation planning and administrative tasks on which federal funding will be used over the course of the fiscal year that begins July 1, 2025. The RPA-1 TIP document identifies the multi-modal transportation projects—highway, transit, street, bridge, planning, and pedestrian and bicycle facilities—on which state and federal funding will be used over the next four years within Allamakee, Clayton, Fayette, Howard, and Winneshiek Counties.

The public hearings will take place during the RPA-1 Transportation Policy Board meeting to be held on Thursday, May 29th, 2025 at 11:00 a.m., at UERPC’s offices at 325 Washington Street in Decorah.

The draft TPWP is available for public review by clicking HERE.

The proposed amendment to the TIP is as follows:

Addition of new project to the FFY 2025-2028 TIP, programmed in FFY 2026.

  • Project # BHM-8295(604–8K-33
  • Sponsor: City of West Union
  • Activity: Replacement/construction of bridge on N Pine St over Glovers Creek
  • Funding: $1,500,000 of federal BFP or STBG funding through Iowa DOT’s City Bridge Program.

Written or verbal comments for either item may be submitted prior to the public hearing to Aaron Detter, by mail at UERPC, 325 Washington Street, Decorah, IA 52101; by email at adetter@uerpc.org; or by phone at (563) 419-6126.
