The Transportation Policy Board for Upper Explorerland Regional Planning Commission (UERPC)/Regional Planning Affiliation 1 (RPA-1) will hold public hearings at its upcoming meeting to receive comments from the public on the draft RPA-1 Transportation Improvement Program (TIP) for federal fiscal years (FFY) 2026-2029, as well as the draft 2025 updated Long-range Transportation Plan (LRTP) for RPA-1. The meeting will take place on Wednesday, July 23rd, 2025, at 11:00 a.m. at UERPC’s offices, located at 325 Washington Street in Decorah.
The RPA-1 TIP document identifies the multimodal transportation projects—street, transit, highway, bridge, planning, and pedestrian and bicycle facilities—on which state and federal funding will be used over the next four years within Allamakee, Clayton, Fayette, Howard, and Winneshiek Counties.
The RPA-1 LRTP is intended to guide transportation investments and policy in the five-county region in support of a transportation system that is safe for all users and modes, and that facilitates the efficient movement of people and goods. The plan includes a description of the region’s existing conditions; identifies current transportation challenges; anticipates potential future needs; and explores various strategies for addressing those challenges and needs. The plan is updated at least every five years and has a planning horizon of 25 years.
