RPA-1 Transportation Policy Board to meet Thursday, January 11th, 2024

The next RPA-1 Transportation Policy Board meeting will be held on Thursday, January 11th, 2024, at 11:00 a.m. at UERPC’s offices in Decorah (325 Washington Street). The Enhancement Committee and Technical Committee will meet beforehand at 9:00 a.m. and 10:00 a.m., respectively, at the same location.

Proposed TIP amendments:

The RPA-1 TIP document identifies the multi-modal transportation projects—highway, transit, street, bridge, planning, and pedestrian and bicycle facilities—on which state and federal funding will be used over the next four years within Allamakee, Clayton, Fayette, Howard, and Winneshiek Counties.

The proposed amendments to the FFY 2024-2027 TIP are as follows:

1: Adding a new project to the FFY 2024-2027 TIP programmed in FFY 2024.

  • The National Park Service was awarded Eastern Federal Lands funding from the Federal Highway Administration for a project in FFY 2024. The project must be added to the current approved RPA-1 TIP (FFY 2023-2026) so that the project can proceed with development.
  • Project# MISC-NATLPSSTWD()–XX-03, parking lot rehabilitation at Effigy Mounds National Monument, sponsored by the National Park Service. The total federal funding is $756,766.
  • The amendment, if approved, will add this project to the RPA-1 FFY 2024-2027 TIP.

2: Transit vehicle replacement projects in the FFY 2024-2027 TIP programmed in FFY 2024.

  • Removing three (3) light-duty bus transit vehicle replacement projects in FFY 2024.
  • Adding four (4) new conversion van transit vehicle replacement projects in FFY 2024.
  • Adding additional funding to fill funding gap due to higher vehicle costs for seven (7) existing conversion van transit vehicle replacement projects in FFY 2024.

3: Removal of existing projects in the FFY 2024-2027 TIP programmed in FFY 2024

  • The City of Guttenberg has cancelled its TAP-funded trail project ($440,000 in federal TAP funding) connecting the River Walk Trail to Big Springs Park along Great River Road, Project# TAP-R-3167(606)–8T-22.
  • The City of Oelwein has cancelled its STBG-funded trail/intersection crossing safety project ($46,141 in federal STBF funding) at the intersection of 5th Street NE and state highways 150/3, Project# TAP-U-5657()–8I-33.
